Movers in International City Dubai: Cluster-by-Cluster Access, Permits and Pricing

22 April 2026By Omar Hassan, Operations Manager

International City has roughly 22,000 apartments spread across ten country-themed clusters and a growing number of Warsan-adjacent sub-developments. The marketing paints it as one community. Move-day reality is ten slightly different systems — different building management companies, different loading rules, different elevator availability. Same move price on paper, very different hours on the ground.

We do 40+ moves a month in and out of IC. It's the cheapest apartment move you can book in Dubai — typical studio move AED 800–1,400, 1-bed AED 1,100–1,700, 2-bed AED 1,500–2,200. And it's the single biggest area where out-of-zone movers get tripped up by cluster rules.

The Ten Clusters and What's Different

China Cluster

The oldest and largest, closest to the Dragon Mart retail area. 33 buildings. Loading access is okay on the main ring road but gets crowded around the bus-stop zones at peak hours. Most buildings have a single small passenger lift doubling as a cargo lift — tight 175–185 cm cabins. Expect slightly tighter disassembly than newer clusters.

Persia Cluster

35 buildings, spread out. Better road access than China, smaller crowd. The Emirates Road side of Persia has trucks parking by the back service road — that's the lane to use. The inner-ring buildings back onto courtyards and need longer walks.

France Cluster

Smaller cluster (24 buildings). Slightly newer build quality, marginally bigger lifts (180–190 cm). Loading is easier than Persia or China because the cluster has wider internal streets. Our preferred IC cluster when given a choice.

Russia Cluster

Medium size. Layout similar to Persia but with better parking availability. Russian Cluster's W and X rings are the trickiest — inner-courtyard buildings with 40–60 metre walks from the nearest truck parking.

Spain Cluster

36 buildings, one of the larger clusters. Good road access on the outer ring; inner ring is the usual walk. Spain has a dedicated management office that requires a move permit form filed 24 hours ahead — the only IC cluster with a formal permit process.

Italy Cluster

28 buildings. Layout similar to France. No cluster-specific permit requirements beyond standard IC Authority rules. Truck access is generally good.

Greece Cluster

Small cluster (19 buildings). Easiest IC cluster for moves — compact footprint, good road access, small buildings with easier lift coordination. A 1-bed move in Greece Cluster takes about 45 minutes less than the same move in China Cluster.

England, Morocco, and the Smaller Clusters

England, Morocco, and the southern clusters are smaller, with 15–25 buildings each. Move-day logistics are standardized across these — ring-road truck parking, single-lift access, typical 1-bed move in 3–5 hours.

IC Pricing, Actual Numbers

Move TypeTypical (AED)Cluster-Specific Notes
Studio move (within IC)800 – 1,400Cheapest in Dubai
1-bed (within IC)1,100 – 1,700Spain +AED 100 for permit
2-bed (within IC)1,500 – 2,200China cluster upper end
IC → Al Nahda Sharjah1,400 – 2,200Short, often same crew
IC → Silicon Oasis1,600 – 2,400Both are budget-friendly
IC → Dubai Marina1,900 – 2,800Distance premium
Studio IC-to-IC swap700 – 1,100Shortest moves in Dubai

IC moves are 30–40% cheaper than equivalent-size moves in Downtown or Marina for three reasons: shorter distance (moves typically stay within 15 km), lower labour rates (IC-based crews operate with less overhead), and simpler access (single-lift buildings mean smaller crews).

Truck Parking: The Emirates Road Problem

IC is bordered by Emirates Road (E611) on the east and Al Awir Road on the west. Emirates Road has restrictions on commercial-vehicle stopping — trucks caught idling on the shoulder get RTA fines. Movers should exit at Dragon Mart interchange and enter via the authorized IC ring road, not shortcut across Emirates Road shoulders.

The IC management does allow truck parking in visitor bays near each building, but those fill up quickly on month-end. Mid-month mid-week gives you first pick of the easiest parking slots.

Timing: Ramadan and Summer in IC

IC has one of Dubai's largest observant Muslim populations. Ramadan changes the rhythm: morning moves (before 11:00) are quiet and efficient because most residents are sleeping, while afternoon moves (after 15:00) are slower because buildings are livelier and lifts are busier. We schedule IC Ramadan moves for 09:00 starts and wrap by 14:00.

Summer in IC is tough for crews. Buildings are close together and air circulation is limited — temperatures in the loading areas routinely hit 47°C in July. Good movers bring their own shade and water; bad movers shortcut the breaks and make mistakes. Expect a slightly longer timeline for July–August IC moves.

Warsan and the IC Adjacent Zone

IC is blending into Warsan 1, 2, and 4 developments as those come online. Warsan 4 is particularly close — a 5-minute truck ride from IC's southern clusters. If you're moving from IC to Warsan, the logistics are essentially the same as an IC-to-IC move.

The Al Jaddaf move guide covers another adjacent budget-friendly option for IC residents upgrading.

IC vs Other Dubai Budget Communities

If IC isn't for you, the common alternatives are Silicon Oasis (more modern, slightly higher rent, newer buildings) and Discovery Gardens (walk-up buildings, lower rents, different building type entirely — covered in our Discovery Gardens guide).

For the lifestyle side of IC — schools, groceries, community feel — see our IC lifestyle guide. This post is for people who've already chosen IC and need the move-day playbook.

The Budget Move Bottom Line for IC

If you're on a tight moving budget, IC is probably where you land. Our AED 800 cheap-movers breakdown uses IC as the reference area because that's where most sub-AED 1,000 moves actually happen.

For the move itself, our apartment movers handle IC regularly and know each cluster's quirks. Request an estimate with your cluster name (China, Persia, France, etc.) — cluster-level pricing is part of what we do here.

Frequently Asked Questions

How much does it cost to move within International City?

A within-IC studio swap runs AED 700–1,100, a 1-bedroom move AED 1,100–1,700, and a 2-bedroom AED 1,500–2,200 — the cheapest apartment moves available in Dubai. IC-to-IC moves are faster and cheaper than cross-city equivalents because distance is short (under 3 km typically) and crews are familiar with each cluster's access rules.

Which International City cluster is easiest to move in and out of?

Greece Cluster has the easiest move-day logistics — compact footprint (19 buildings), good road access, small buildings with minimal lift coordination. France and Italy Clusters are close runners-up. China Cluster is the most challenging because of its size (33 buildings), older lifts, and busier ring-road traffic. Spain Cluster requires a 24-hour-advance permit from the cluster management office.

Do I need a permit to move into International City?

Only Spain Cluster requires a formal written move permit filed 24 hours ahead. Other clusters operate under IC Authority general rules — no cluster-specific permit, but your mover should notify the building security an hour before arrival. Moving trucks parking on Emirates Road shoulders face RTA fines; always enter via the authorized IC ring road off Dragon Mart interchange.

When is the cheapest time to move in International City?

Mid-month weekday mornings — Tuesday through Thursday, 09:00 start, any week that isn't the last of the month. These slots run AED 100–250 below peak pricing because crew availability is high and lifts aren't contested. Summer mid-week slots (July–August) drop another 5–10% as demand softens. Avoid last week of the month and weekends, which add 15–20% even in IC's budget pricing.
